MANDATES

1. Functions:

1. Economic Zone Infrastructure Management Company (hereinafter referred to as the Company) is a non-business unit with revenue directly under the Management Board of Quang Binh Economic Zone; perform the function of management, exploitation, maintenance, maintenance and trading of infrastructure works inside and outside the fences of Industrial Parks (IZs) and Economic Zones (EZs) in the area. The province is invested with the capital from the State budget. In addition, the Company is allowed to perform a number of services in accordance with the law;
2. The Company has legal status, its own seal and account for operation, its head office is located in Dong Hoi city, Quang Binh province. The Company's operating expenses are provided by the State Budget and other sources of revenue in accordance with the law.

2. Duties and powers

1. To receive, hand over, organize, manage, exploit and trade infrastructure works inside and outside the fences of industrial parks and economic zones in the province according to the provisions of law;
2. Maintenance, maintenance and upgrading of infrastructure works during the operation of the Company; ensure industrial hygiene, protect ecological environment, ensure green, clean and beautiful in industrial zones and economic zones;
3. To receive funding from the State budget and exploit other capital sources for the maintenance, maintenance and upgrading of infrastructure inside and outside the fences of industrial parks and economic zones;
4. To inspect, guide and urge organizations and individuals to use infrastructure of industrial parks and economic zones to protect the safety of technical infrastructure works which have been handed over for management;
5. Implementation of agreements on technical infrastructure connection (electricity supply, water supply, drainage, wastewater, intra-regional traffic, information ...) for technical infrastructure investment projects, investment projects production and business in IZs, EZs after the project has been agreed on the planning of the Economic Zone Authority;
6. Organizing production, business and providing services for the activities of industrial zones and economic zones according to the provisions of law;
7. Organizing the collection of charges for the use of terminals and yards for goods transport means
through the Cha Lo border gate area; fees and charges for the use of socio-technical infrastructure of the IZs and EZs according to the regulations of the competent agencies;
8. Organization of work: Consulting and supervising civil, industrial, transportation, irrigation, and technical infrastructure projects; design consultancy, verification and evaluation of civil, industrial, transport and irrigation projects of projects of groups B, C; consulting and making commitments to protect the environment of investment projects in industrial zones and EZs when having sufficient conditions and capacity and obtaining the consent of the Head of the Economic Zone Authority;
9. Financial management, assets and labor of the Company; ensure regimes and policies for officials and employees according to the State's regulations; work out job placement projects and implement the arrangement and arrangement of public employees, labor contracts in accordance with the assigned functions and tasks;
10. Implementing periodic and irregular reports to the Management Board and relevant agencies;
11. To coordinate with divisions and units directly under the Economic Zone Authority to perform the following main tasks:
11.1. Participate in the management of technical infrastructure construction investment:
Contributing opinions on basic designs (or economic - technical reports), construction investment projects, upgrading and renovation of technical - social infrastructure works managed by the Company. For an investment project (or economic - technical report) on work construction, the Company is allowed to consult when required; 

11.2. Join and coordinate in receiving and handing over works:
a) Participate in the commissioning council to hand over the work to use (for the works handed over by the Company to put into use);
b) Check the completion documents, report on the quality and construction problems that are not in accordance with the completed design documents of the completed works and work items to the Head of the Economic Zone Authority and the President Construction Acceptance Council.
11.3. Coordination for implementation of technical infrastructure connection agreement:
Coordinate with the Department of Planning and Construction Management to have a unified opinion before negotiating with the investor on technical connection for connection locations that lack detailed information on planning.
11.4. Coordination and participation in the management of land, natural resources and environment:
a) Coordinate with specialized departments, units under the Management Board in construction management according to the planning and safety and environmental sanitation for the land area, the site has not been handed over to the management company but is related to the technical infrastructure works assigned to the Company for management;
b) Participate in handing over field land to investors for investment in project construction in industrial zones and EZs;
11.5. Coordinate with related departments and units to deal with cases arising from violations of construction planning management, security, order and security.

3. Organizational structure and staffing:
1. Company leader:
- The company has a director and no more than 02 deputy directors;
- The Company Director is appointed and dismissed by the Head of Quang Binh Economic Zone Authority; be responsible to the Head of the Economic Zone Authority and law for all activities of the Company according to the assigned functions and duties;
- Deputy Director of the Company is appointed and dismissed by the Head of Quang Binh Economic Zone Authority at the request of the Director of the Company; The Director of the Company is assigned to be in charge of a number of working areas, is responsible to the Director of the Company and the law for assigned areas of duties.
2. Specialized Departments and affiliated Teams:
The company has 02 departments and 04 affiliated teams:
- Department of Economy - General;
- Technical planning department;
- Cha Lo Border Economic Zone Infrastructure Management Team;
- The Management Team of Cha Lo Border Economic Zone;
- Hon La Economic Zone Infrastructure Management Team;
- Industrial Park Infrastructure Management Team.
3. Payroll:
The company's payroll is in the non-business payroll of the province assigned to the Quang Binh Economic Zone Authority annually and the payroll is approved by competent authorities.
4. Implementation organization:
The Director of the Company reviews, supplements, and adjusts the regulations on functions and duties of the specialized departments, the Management Teams directly under the Company; arrange the arrangement of officers, labor contracts according to job titles and positions to ensure the well completion of assigned functions and tasks./.
