MANDATES

a) Function:

Advising the Board leaders to perform state management tasks in IZs and EZs according to the provisions of law and according to decentralization and authorization of a number of tasks: Labor management; Manage production, trade, service and import-export activities.

b) Duties:

a) Take the lead in advising the leader of the committee to perform duties within its authority or delegated authority:
(1) Business management:
- Certification of contracts, documents on real estate in IZs and EZs for relevant individuals and organizations;
- To assume the prime responsibility for, and coordinate with the provincial police, the provincial border guards, the provincial social insurance and related agencies in examining enterprises and investors in industrial parks and economic zones. Monitoring, guiding and urging enterprises and investors to comply with the law on labor, trade unions, enterprises, fire and explosion prevention, security - order and operation of political organizations - society, production and business in industrial zones and economic zones;
- Receive statistical reports, financial statements of enterprises operating in industrial zones and economic zones; to report periodically and unexpectedly the production and business activities of enterprises in industrial zones and EZs.
(2) Labor management:
- Advising the leaders of the Board to develop annual and 5-year plans for human resource development, meeting labor demand in industrial zones, EZs, and SSCs, submitting to the Provincial People's Committee for approval and implementation;
- Receive reports and explanations from enterprises in the IZs and EZs about the demand for foreign workers for each job position that Vietnamese workers have not yet met, summarize and submit to the Chairman of the Committee. Provincial people decide;
- Grant, re-issue and revoke work permits for foreign workers working in industrial zones and EZs; certifying that foreign workers working for enterprises in industrial zones and EZs are not subject to work permits;
- Organize the implementation of the registration of the labor rule, the receipt of the collective labor agreement; receiving registration of salary scale system, payroll, labor norms of enterprises in industrial zones and EZs;
- Receive notifications of resignation of many employees, reports on labor outsourcing, results of training and retraining to improve annual vocational skills and qualifications of enterprises in industrial parks and economic zones;
- Receive and process application dossiers for registration of implementation of internship contracts from enterprises in industrial zones and EZs, activities of sending workers abroad in the form of skilled internships for a period of time. period less than 90 days;
- To receive reports on labor use, reports on labor changes; receive notices on the organization of overtime work from 200 hours to 300 hours a year of enterprises in the IZs and EZs;
- Receive notification of the location, location, time of commencement of operation, and the manager, person holding key titles of the labor leasing enterprise in the IZs and EZs;
- Performing the tasks of labor management in the IZs and EZs, including: ensuring labor safety, labor hygiene, building labor relations, settling labor disputes, going on strike according to legal regulations. labor law or guidance of the competent authority.
(3) Trade management:
- Grant, re-issue, amend, supplement and extend licenses for establishment of trade representative offices of foreign organizations and traders located in industrial zones and economic zones;
- Granting a business license, supplementing business objectives for goods trading activities and activities directly related to the sale and purchase of goods to foreign-invested enterprises and foreign investors. investing in industrial zones and EZs according to the provisions of law;
- Issuance, re-issue, amendment and supplementation of certificates of business eligibility and licenses for a number of items under specialized management for traders who have head offices and have business establishments in Industrial zones, EZs;
- Issuance of certificates of origin for goods produced in industrial zones and EZs.
b) Perform other duties:
(1) Advising the leaders of the organizing committee of the emulation and commendation movement for enterprises in the IZs and EZs;
(2) Acting as a focal point to coordinate with specialized inspection agencies in implementing inspection and examination in IZs and EZs; coordinating with the departments and units under the Board to inspect and supervise the provisions of law on investment, environment, labor, trade, construction under the decentralized state management. , authorize;
(3) Coordinate with relevant departments, units, and agencies to advise on investment promotion and other tasks under the jurisdiction of the Board.
(4) Update publication submission, review and finalize plans to simplify administrative procedures in the assigned field; at the same time, building work processing processes applying ISO Quality Management System to the activities related to the implementation of administrative procedures.
(5) Make statistics, periodically and ad hoc reports on the implementation of tasks in the fields assigned to the provincial People's Committee, relevant ministries and branches.
(6) Other duties assigned by the leader of the committee.
