MANDATES

a) Function:

Advising the Board's leaders in implementing state management in the areas of planning and synthesis for industrial zones and economic zones in the area according to the provisions of law and under the decentralization and authorization of competent agencies. .

b) Duties:

a) Advising the leaders of the committee to submit to ministries, branches and provincial People's Committees for approval and implementation of the following tasks:
(1) Develop strategy and planning for the development of IZs and EZs for submission to competent authorities for approval;
(2) Develop a list of investment projects and annual and 5-year development investment capital plans to submit to competent authorities for approval in accordance with the Law on Public Investment and relevant laws;
(3) Formulate plans to mobilize other capital sources to invest in the development of important technical and social infrastructure systems in industrial zones and EZs, and submit to the Provincial People's Committee for consideration and submission to the Prime Minister for approval. approve and organize implementation;
(4) Draft documents under the authority of the Chairman of the Provincial People's Committee in the fields of IZs and EZs. Regulation on coordination with specialized agencies under the Provincial People's Committee and other relevant agencies to perform tasks in the assigned field under the OSS mechanism.
b) Take the lead in advising the Board of Directors to perform tasks within their competence or delegated authority:
(1) Hire a domestic and foreign consultancy unit to provide consultancy on formulation of strategy and planning for development of industrial parks, economic zones and economic zones;
(2) Develop planning projects, adjust and supplement the planning for development of industrial zones and EZs;
(3) Organizing the appraisal of projects of groups B, C, projects making economic - technical construction reports using state budget capital invested in industrial zones and EZs when authorized;
(4) Signing BOT, BTO, BT contracts for projects of groups B, C; receiving, managing and using ODA capital;
(5) Monitoring and managing the use of investment capital sources for the development of industrial parks and economic zones;
(6) Organize the selection of contractors and participate in the Contractor Selection Council for construction investment projects funded by the state budget in the IZs, EZs. Negotiate to finalize contracts for bidding packages according to the provisions of law;
(7) Organizing contractor selection and management of bidding packages: Consulting to prepare bidding documents, consulting on supervision and evaluation of investment projects; insurance, audit, construction quality testing ... for construction investment projects in industrial zones and EZs;
(8) Submitting for approval for adjustment and supplementation of the value of construction and installation packages in IZs and EZs;
(9) Implementation of investment preparation procedures for a number of projects in the IZs and EZs assigned by the Board of Directors.
c) Coordinate with relevant departments, units and agencies to perform the following tasks:
(1) Investment promotion, working with investors when coming to study investment in industrial zones and EZs;
(2) Participate in the planning appraisal, appraisal of investment projects, technical processing, acceptance and hand-over of the works to be put into use;
(3) Develop regulations to coordinate with relevant agencies to perform assigned tasks and powers.
d) Perform other duties:
(1) Advising on the arrangement of cadres, civil servants, public employees and employees to concurrently perform the management of investment projects in the IZs and EZs;
(2) Make investment monitoring and evaluation reports for projects using state budget capital. Synthesize the overall investment evaluation and supervision report;
(3) Implementation of international cooperation in the field of development of industrial zones and economic zones in accordance with the law and as assigned or authorized by the Provincial People's Committee, Chairman of the Provincial People's Committee;
(4) Update publication submission, review and finalize plans to simplify administrative procedures in the assigned field; at the same time, building work processing processes applying ISO Quality Management System to the activities related to the implementation of administrative procedures.
(5) Synthesize information, statistics, periodic reports and ad-hoc reports on the construction and development of industrial zones and EZs; the situation of implementing tasks in the areas under the jurisdiction of the Committee to the provincial People's Committee, relevant ministries and branches;
(6) Other duties assigned by the Board's leader.
