1. Functions:
Advising the leaders of the Investment Management Board, investment promotion for investment projects in IZs and EZs in accordance with the provisions of law and under the decentralization and authorization of competent agencies.
2. Mission:
a) Take the lead in advising the Board of Directors to perform tasks within their competence or delegated authority:
(1) Receive, issue, adjust, and revoke the Decision on investment policy, Certificate of investment registration for investment projects under its authority. Make a deposit to ensure the implementation of investment projects in accordance with the investment law;
(2) Organizing investment promotion activities according to plans of the Ministry of Planning and Investment, ministries, branches, provincial People's Committees and approval boards; participate in investment promotion programs in IZs, EZs, and OZs organized by the Ministry of Planning and Investment, ministries, branches and provincial People's Committees; to guide and support investors according to their competence in the process of preparing and implementing investment projects; periodically report investment promotion activities to the Ministry of Planning and Investment and the Provincial People's Committee according to the regulations on state management of investment promotion;
(3) Resolving difficulties and problems of investors, evaluating investment efficiency in industrial zones and EZs; monthly, quarterly, six-month and annually send reports on investment activities and production and business activities in industrial zones and EZs to the Provincial People's Committee and the Ministry of Planning and Investment according to regulations;
(4) The settlement of complaints and denunciations, receipt and processing of letters, citizens reception in accordance with the law;
(5) Presiding over the implementation of the content of building and organizing the implementation of legal documents: Advising the formulation of legal documents under the State management scope of the Board; review organization, systematize legal documents; self-check legal legal documents issued by the province related to the management functions of the Board; preside over propagation, dissemination and education of the law and organizing the implementation of legal documents under the State management scope of the Board;
(6) Update the investment incentive policies and mechanisms of the Central and the province to promulgate and support enterprises to fully access and enjoy the mechanisms and policies. To propose, advise investment support mechanisms and policies for investors and enterprises in industrial zones and EZs;
(7) Guide and provide information for investors when they come to research investment. Building information system of industrial zones and economic zones in the area and connecting with the national system of industrial zones and EZs;
(8) Develop specific and detailed annual plans to inspect production and business enterprises, secondary investors in industrial zones and EZs. Synthesize, report on inspection results, impose penalties or recommend sanctioning enterprises that have committed violations of the law in the fields of investment, environment, labor, commerce, construction under their management. The State is decentralized and authorized by the Board.
b) Perform other duties:
(1) Develop periodic plans and reports on the improvement of the investment environment and competitiveness (PCI) index;
(2) Establish, manage, use, open and process the feedback box at the Board. Establishing, managing, using and settling petitions of organizations and citizens via hotlines;
(3) Update publication submission, review and complete plans to simplify administrative procedures in the assigned field; at the same time building work handling processes applying ISO Quality Management System to activities related to the implementation of administrative procedures;
(4) To statistic, periodically and irregularly report on the implementation of tasks in the fields assigned to the provincial People's Committee, concerned ministries and branches;
(5) Coordinating with relevant departments, units and agencies to perform other tasks under the jurisdiction of the Board;
(6) Other duties assigned by the leader of the committee.
