MANDATES

1. Functions:

Advising the Board's leaders to perform state management tasks in the field of natural resources and environmental protection in IZs and EZs in accordance with the provisions of law and decentralized and authorized by competent agencies.

2. Mission:

a) Take the lead in advising the Board of Directors to perform tasks within their competence or delegated authority:
(1) Manage and use effectively the specialized land and water surface that has been allocated for the right purpose and in accordance with the general construction planning, detailed construction planning for functional areas in the EZ, OZ, detailed planning for construction of industrial zones, social infrastructure areas outside the barriers of industrial zones and local land use planning;
(2) Organize appraisal of land use demands, land allocation conditions, land lease in IZs and EZs serving the issuance of investment registration certificates, investment policy decisions, land lease contracts according to regulations. concentration.
(3) Building the price bracket for land lease, water surface rent, infrastructure fees applicable in the IZs, EZs and other functions and duties on land management in accordance with the law.
(4) Reallocating, leasing or acquiring land in functional areas of the economic zone; at the same time submit to the competent agency for the grant and revocation of the certificate of land use rights and ownership of houses and other land-attached assets;
(5) Selecting consultants, evaluating, submitting for approval for cadastral measurement estimates, setting up site clearance markers, making reports on environmental impact assessment of projects in industrial parks and economic zones invested by the Board;
(6) Develop and submit to competent authorities to issue notices of land acquisition, to permit the change of land use purposes, forests for the construction of works of which the Board is an investor;
(7) Organizing the appraisal and approval of environmental impact assessment reports, detailed environmental protection schemes for investment projects in industrial zones and EZs under the authorization of the Provincial People's Committee;
(8) Receiving registration and confirmation of registration of the environmental protection plan for the subjects subject to registration in the IZs and EZs under the authorization of the specialized agencies of the province and the People's Committees of districts;
(9) Organizing the appraisal and approval of detailed environmental protection projects, simple environmental protection projects of investment projects in IZs and EZs of competent agencies;
(10) Make plans to use non-business environmental funding, carry out periodic environmental monitoring in industrial zones;
(11) Appraise the Task Outline and Estimation of the Environmental Impact Assessment (EIA) Report, the Environmental Protection Plan of the projects of which the Board is an investor, and select a consultant to implement. ;
c) Perform other duties:
(1) Provide land information; criteria and regulations on environmental protection in IZs and EZs meet the requirements of organizations and individuals when they come to find out about investment opportunities, project formulation and project construction and operation process. Guiding the rates of land use levy and land rental; the land use levy or land rental exemption or reduction levels for each investment project falling within its competence;
(2) Inspecting and certifying the completion of environmental protection works serving the project operation phase for investment projects in IZs and EZs according to the law on environmental protection;
(3) Check, handle or recommend handling investors violating the environmental and land protection. Advising and resolving disputes between organizations and individuals violating the environment of the IZs and EZs;
(4) Update publication submission, review and finalize plans to simplify administrative procedures in the assigned field; at the same time, building work processing processes applying ISO Quality Management System to the activities related to the implementation of administrative procedures.
(5) Coordinate with relevant departments, units and agencies to perform the tasks within the jurisdiction of the Board.
(5) Make statistics, periodically and ad hoc reports on the implementation of tasks in the fields assigned to the provincial People's Committee, relevant ministries and branches.
(8) Other duties as assigned by the Board's leader.
d) Coordinate with relevant departments, units and agencies to perform the following tasks:
(1) Propagating and disseminating legal documents on environmental protection to investors in IZs and EZs; publicizing information on environmental protection of industrial zones and EZs;
(2) Approving the connection points of wastewater and rainwater of enterprises, production and service establishments to the centralized rainwater and wastewater collection system of the IZs, EZs and EZs according to the provisions of law. ;
(3) Coordinate investment promotion activities in IZs and EZs.
