MANDATES

1. Functions:

Advising the leaders of the Organizing Committee to perform state management tasks in the fields of planning, construction and development of industrial zones and EZs in accordance with the provisions of law and decentralization and authorization of competent agencies.

2. Mission:

a) Take the lead in advising the Board of Directors to perform tasks within their competence or delegated authority:
(1) Adjusting and supplementing the general planning for construction of EZs, detailed planning of functional areas in the EZ, detailed planning of IZs to submit to competent agencies for appraisal, approval or self-appraisal and approval. according to the law;
(2) Develop a Regulation on coordination with specialized agencies under the Provincial People's Committee and other relevant agencies in the planning and construction field to implement the assigned tasks and powers. follow the one-stop mechanism;
(3) Organize the selection of consulting unit for investment project formulation, construction drawing design and cost estimation; clearance of bombs, mines, explosive materials;
(4) Organize the formulation of Investment Policy, Investment Project, Construction drawing design and cost estimate to submit for appraisal and approval according to regulations; carrying out the pre-acceptance test of quality, volume and value of consultancy, clearance of bombs, mines and explosives; work construction cost management, work construction schedule;
(5) Grant, adjust, extend, re-issue, and revoke construction permits for works requiring construction permits in IZs and EZs in accordance with law; appraising and submitting to competent authorities to grant planning permits for investment projects in IZs and EZs;
(6) Organize the appraisal of basic design for Group B and C investment projects subject to appraisal in IZs and EZs. Leading the appraisal of construction drawing design, construction cost estimates of works using the state capital off-budget and projects using other capital in the IZs, EZs, SSZs;
(7) Carry out the tasks of planning management, state management of planning, construction, and quality of works in IZs and EZs in accordance with the law on construction;
(8) Submitting for approval for construction progress adjustment of construction and installation packages in industrial zones and EZs.
b) Perform other duties:
(1) Participate in the Bidding Council, the Technical Processing Council and the Acceptance Council and handover of the project to be put into use;
(2) Making report on supervision and evaluation of investment projects in the stage of investment preparation;
(3) Resolving proposals of businesses in areas related to planning and capital construction under the management of the Board;
(4) Update publication submission, review and finalize plans to simplify administrative procedures in the assigned field; at the same time building work handling processes applying ISO Quality Management System to activities related to the implementation of administrative procedures;
(4) To statistic, periodically and ad hoc reports on the implementation of tasks in the fields assigned to the provincial People's Committee, concerned ministries and branches;
(6) Other duties assigned by the Board's leader.
c) Coordinate with relevant departments, units and agencies to perform the following tasks:
(1) Project appraisal, economic - technical report on investment in construction of works using state budget capital;
(2) Investment promotion; land allocation, land lease; infrastructure connection agreements and other duties falling under the jurisdiction of the Board.
