Article 1: Position and function

1. The Management Board of an economic zone construction investment project (hereinafter referred to as the Project Management Board) is a non-business unit with revenue, directly under the Management Board of Quang Binh Economic Zone, performing the management function and organize the implementation of investment projects on construction of technical and social infrastructure in economic zones (EZs) and industrial zones (IZs) in Quang Binh province headed by the Economic Zone Authority. private;

Article 2. Duties and powers

1. Organize negotiations, sign contracts, liquidate contracts with contractors on contract delivery, construction and installation, construction insurance, work quality audit, assessment, cadastral map extraction , setting up landmarks for land acquisition and site clearance compensation for projects approved by competent authorities;
2. To manage the project construction schedule, volume, quality, safety and environmental sanitation in accordance with the provisions of law;
3. To compile dossiers of acceptance, payment, settlement and hand-over of the works to be put into use under the signed economic contracts in accordance with law;
4. Making annual plans for investment capital and financial plans for projects that are assigned the task of implementation; report on the performance of assigned tasks, periodical or irregular investment capital situation; make a settlement report of a completed project and put into use and submit it to the competent agency for approval;
5. Organizing the implementation of project management, supervision of survey, extraction, setting up of site clearance landmarks, consultancy and supervision of projects in IZs and EZs owned by the Economic Zone Authority. invest;
6. To perform the task of project management consultancy, construction supervision; design consultancy, verification and appraisal of projects. Economic and technical reports and projects of groups B, C;
7. Manage organizational apparatus, staff members and labor contracts, funds and assets of the unit. Implement the salary, social insurance, health insurance, unemployment insurance and promotion, appointment, rewarding and discipline regimes for officials and employees and employees of the unit according to the management decentralization of the Management Board. 8. To assume the prime responsibility for, and coordinate in the performance of the following tasks:

3. Organizational structure and staffing.
1. Project Management Board leaders:
The Project Management Board has a Director and no more than 03 Deputy Directors;
- The Project Management Unit Director is appointed and dismissed by the Head of the Quang Binh Economic Zone Authority; is responsible for operating all activities of the Project Management Board; take responsibility to the Head of the Economic Zone Authority and law for all activities of the Project Management Board according to the assigned functions and duties;
- The Deputy Director of the Project Management Board is appointed and dismissed by the Head of the Economic Zone Authority at the request of the Director of the Project Management Board; is assigned by the Director of the Project Management Board to be in charge of a number of working areas, responsible to the Director and the law for the assigned fields.
2. Organizational structure:
The Project Management Board has departments:
+ Department of Economy - General;
+ Department of Planning - Engineering.
3. Payroll:
The payroll of the Project Management Board is a non-business payroll that covers the entire cost of being delivered annually. In addition to the assigned payroll, depending on the requirements and duties, after obtaining the consent of the Head of the Management Board of the economic zone, the Project Management Board may sign a labor contract in accordance with the Labor Code to ensure that guarantee to complete the assigned task.

4. Financial and asset management:

Project Management Unit implements a financial and asset use mechanism; making and complying with revenue and expenditure estimates; the regime of accounting, statistics, settlement reports, and financial public inspection for non-business units that have revenues, self-guarantee all regular operating expenses according to current regulations of the State.
5. Organization of implementation.
