MANDATES:

a) Function:

To advise and assist the Board of Directors in coordinating activities according to the work plan of the Committee; implementation of staff organization, administration, administration, network administration, finance, accounting, anti-corruption, administrative reform and application-receiving department, results return under the one-stop mechanism. .

b) Duties:

a. Chairing the advisory Board leaders perform the following tasks:
(1) Personnel and organization work:
- Advising and proposing plans to build and consolidate the economic zone's management board, organizational structure model, draft functions and duties of divisions and subordinate units;
- Organizational management, civil servant payroll, civil servant rank structure, job position, civil servant structure by professional titles and number of people working in public non-business units; implementing salary regimes and policies, preferential treatment, training, retraining, rewarding and discipline for civil servants, public employees and employees under the jurisdiction of the Economic Zone Authority under the regulations by law and according to the decentralization or authorization of the Provincial People's Committee.
(2) Administrative work:
- Clerical and archival:
Receive, classify, and deliver official documents to the Board after obtaining the approval of the Board's leaders; document archive organization (incoming dispatch, outgoing dispatch), confidentiality, seal and stamp keeping; typing; send the dispatch;
Checking the procedures and procedures in issuing documents of the Board; advise canceling documents no longer suitable according to instructions.
- To receive records and return results at the "one-stop shop" department.
- Organize the implementation of the overall administrative reform, the control of administrative procedures, the application of the ISO quality management system and the application of information technology in the activities of the Board.
- Take care to improve the material and spiritual life of civil servants, public employees and employees; urge the implementation of a civilized and cultural lifestyle at the workplace. Prepare, serve meetings, and welcome guests of the agency in accordance with current regulations. Military and defense; fire prevention, fighting, rescue, rescue, flood and storm prevention ... etc.
(3) Implement anti-corruption in accordance with the law.
(4) Management: Proposing the purchase and repair of property, equipment, stationery, newspapers, and administrative supplies of the agency. Assurance of facilities, facilities, working equipment, and workplace conditions for civil servants, public employees and employees must be managed. Manage the safe use of electricity, water, and stationery. Managing the affairs of the interior and protecting the agency. Manage, transfer, and arrange means of service according to the Board's working requirements;
(5) Finance - Accounting: Manage and take responsibility for assigned finance and assets according to the provisions of law: Building, managing and using recurrent expenditure sources; planning capital, capital construction capital of non-business nature; capital sources for investment preparation and promotion; allocation of project management costs, investment supervision costs.
b) Perform other duties:
(1) Process information, provide information to the Board's leaders regularly, promptly and accurately and help the Board's leaders implement the information regime, report to superior agencies according to regulations. Organize the communication of decisions of the Board's leaders to specialized divisions, affiliated units and related agencies.
(2) Update publication submission, review and finalize plans to simplify administrative procedures in the assigned field; at the same time, building work processing processes applying ISO Quality Management System to the activities related to the implementation of administrative procedures.
(3) Make statistics, periodically and ad hoc reports on the implementation of tasks in the fields assigned to the provincial People's Committee, relevant ministries and branches.
(4) Coordinate with relevant departments, units, and agencies to perform the duties within the jurisdiction of the Board.
(5) Other duties assigned by the Board's leader.
